You need to talk to your developer and find out what is causing the high memory usage. It is coding that is not executing properly.

What this says:

in RewriteCondition, if HTTPS is 'off' (which means someone typed in http://yourdomain.com)

The RewriteRule says to direct them to https://yourdomain.com

I use the non www version but this applies to www.yourdomain.com as well. Just depends how you want to set up your site.

Are you sure it's a government attempt or is it more of a phishing email attempting to pose as the government? The best way to find out is to look at the headers of the email and see where it really came from.

I would suggest creating a post in the commercial section of this forum to have an experienced developer help you with this task. It is possible to upgrade. It's not as simple as clicking an upgrade button though.
