I've got this partway fixed. Turns out that if you copy paste the instruction pieces as they are given, you end up with the code in the header.tpl that tells it whether or not to use the IE8 css file gets completely commented out. That got rid of the parts that were stretching things, so it's a star...

I found it finally, but thank you Chones. An <hr> after </li> in categories.php does it! Defining the hr in the template's stylesheet allows me to customize it as far as spacing, too.
