There are tons of pre-made templates for OpenCart. Why not have a look and see if one catches your fancy? Would be cheaper than having one built from the ground up.

That's strange. Most likely something is configured wrong. Would really have to have a look around the admin panel to see. Check your products, tax, and order total settings and see if they are correct. Also might need to dive into the database to see if all the demo data is really cleared out or not.
