Actually make this more fun... set it to default and it still doesn't work.. Can we really say it isn't a bug. I think it would have a been a lot easier to just change webhost. Some webhosts are simply not up to the task. This was never really fixed for 1.5.5.1.
Best option is to copy the CKEditor from 1.5.4.x to your 1.5.5.1.
