I am trying to configure SMTP using Amazon SES and got following error:

Error:
Warning: fsockopen(): unable to connect to email-smtp.us-west-2.amazonaws.com:587 (Connection timed out) in /home/salethem/public_html/system/library/mail/smtp.php on line 87
Version: 3.0.3.6

My Configuration
Mail Engine: smtp
SMTP Hostname: tls://email-smtp.us-west-2.amazonaws.com
SMTP Username: BYIUW9ECEHGOPVPQLWQA
SMTP Password: *************
SMTP Port: 587
SMTP Timeout: 5

Port: 25, 465 or 587
Use Transport Layer Security (TLS): Yes

I suggest to try check if the port is not being blocked by your hosting firewall. Create a file called "mail-test.php", and add the following code:

$handle = fsockopen('ssl://email-smtp.us-west-2.amazonaws.com', 587);
if($handle){
    echo "success";
}else{
    echo "failed";
}
?>
Run that file and see what you get.
