[SOLVED] Tax Rates: Permission Denied

When I go to the Tax Rates in the System menu, I get the message:

You do not have permission to access this page, please refer to your system administrator.

How do I adjust or set Tax Rates?

Also when I choose Tax Class, I don't have any options.

My default country is US, but in the GeoZones, everything is defaulting to the UK. Do I need to create a US zone.

I am trying to get my shipping to work, so that's how I ended up here.

It seems that somehow your system admin permissions got messed up. Go to System > Users > Users and make sure that the User Name you wish to use for this purpose is assigned to a User Group that has permission to modify localisation/tax_class. While you are at it, you should make sure that the Top Administrator group has permission to do everything and you should set up an "emergency" User with Top Administrator rights and put that User Name and password in your company safe.
