Ability to Select a Shipping Partner from Admin

I would like to have a functionality as described below-
- I have tie ups with 2-3 shippings partners (say A, B and C) who have supplied me their respective list of serviceable zipcodes, charges and AWB numbers
- On getting an order, the system looks up for the zip code and chooses the cheapest shipping partner and maps it to this order and assigns an AWB number from that shipping partner
- When I mark order shipped an email to customer goes with the tracking url (will use the awb assigned)
Any one has an idea if there is any existing module or something which does this or something similar. I am based out of India and use some India based courier companies.
