OC-1788: wrong subcategories sorting (was good, now broken)

Can someone review OC-1788? I had posted comment 4 days ago, but didn't get any feedback.

The category/subcategory sorting in admin area was pretty good before OC-1788. Only link on "sort order" column was bad - and only that link was needed to be fixed the OC-1788 issue.

Any comments?
The fix is pretty simple - return changed model to its previous state (the SQL query).
But maybe someone has any idea why that ugly sorting mode returned back and confirmed as fixed?
