Add the Instructions / Comments left by a Customer to their confirmation HTML email.

Previously, only the Admin Email had the comments.

Strange that it's not done like this as standard in the first place.
Customers should be reassured that their message got through.

Hey this is great, have added to a 3.0.2 site also. Would love to see as a core code change.

An event trigger should have been created, in this case.
