Ok I will admit a lot of this california and global site notice junk is just that to me.... junk. Yeah I know I will get flack from some people over this but to me it is an annoyance when I go to other sites that have these notices, but I guess I should conform.
To that end what is a good extension for this kind of stuff?
I am using OC 2.3.0.2.

You can use a full GDPR extension which usually has a cookies notice built in. Or, you can use a simple vqmod to display a stand alone cookie notice. I've got a free standing one for OC2 if you want a copy.

Brexit in Name Only as it has now become. They've been trying for hundreds of years to unify Europe under one governence (unelected) and they're not going to stop any time soon. They'll just grind the UK down until the people have no will to resist. I think if I'm correct it was Julias Cesar who first proposed the European idea. He never suggested a cookies notice on every website though. Lol. :)
