Where do I go to change the tab names in the checkout? I want to change shipping method to delivery fee. Thanks.

which OC version you are using? Which theme?
you can look into this folder :catalog/view/theme/your theme/template/checkout/

All language strings can be changed in corresponding language files. Nothing is hard-coded by default.
