I am looking for a plugin or someone who can do this...
1. Request for Shipping Quote in Checkout (Currently, i just used the Free Shiping plugin and just changed the label to REquest for Shipping Quote)
2. Vendor receives the order.
3. Vendor enters the shipping cost from the backend (Sales Order>Total tab)
4. Vendor re-sends the invoice or, at least, notify the customer.
I hope you can help me recommend a plugin very close to this idea please.

This topic should of been posted in the General Support section of the forum whereas the OP did not posted a direct Commercial Support request but still in the phase on an extension lookup. If such extension really doesn't exist, then I would suggest to create a new Service Request in the Commercial Support section of the forum or to contact a reliable Opencart partner by using the Resources link at the top of the site to get this done as a custom job.
