Will there be any major issues upgrading OC 3.0.2.0 to 3.0.3.8? Are there any changes between the version which will cause problem for extension designed for 3.0.2.0? Are there anything else to consider before upgrade?

OpenCart 3.0.2.0 and 3.0.3.2 are very similar, however you should always create a full backup of your store (Site + Database).

Recreate your site in your computer, and try to perform the upgrade. I strongly suggest you to read this FAQ:

If there are no issues, you can upgrade your production site. Otherwise, don't do it until you fix any issue locally.

But try the upgrade in a staging site first.

He is saying to run the upgrade using a staging domain before attempting it on the live domain

I have the following error if someone could help me with this.

Yes, you should keep your store up to date. You can even check the changes/fixes: https://github.com/opencart/opencart/releases

I also think we should upgrade our opencart store to the latest version if we can to stay up-to-date with the changes. Just prepare a data backup and perform on a test site before doing the real thing
