Shipping methods are attached to geo zones. Set up the geo zones for those countries/zones that you do ship to and allocate your shipping methods to those geo zones only.
Customers who live outside these zones can still "browse" your site, but can't buy anything because there is no shipping method applied to their zones. Without a shipping method, customers can't proceed through the checkout.

Thanks for the reply, but my business scenario is different. Customers should be able to order and send items to their relatives and friends living in overseas.
I am planning to open online shop just to deliver gift items to India only. But as you know millions of Indians live outside India they should be able to order and send items to their love ones.
At the moment Open Card does not support this.
