Gift Vouchers Failing when customer spends less than Voucher Total

I am using Version 3.0.3.2 - Default Store Theme. Some extensions installed (Header, Gallery, Dashboard type things)
I use categories for stores - one SSL then. I have password on category extension.
Customer wants voucher or coupon for $125 for each employee to apply to clothing order. If the customer spends more than $125 the voucher applies as expected, works fine. If the customer spends LESS than the voucher, the dollar amount is subtracted, the customer confirms the order and gets a confirmation that says order was successful BUT it shows up as MISSING order on the back end. Customer thinks they have placed successful order and I think it is an abandoned cart.
I am sure the voucher is set up correctly as it works when they spend MORE than $125.00
Anyone have any ideas??? I looked at an extension for advanced coupons, tested on their site and it does not work on their demo site either.....
