Version 3.0.1.1 Drag and drop handles not showing in the Layout manager

Hi, in a new install of OpenCart 3.0.1.1 the layout manager has no drag and drop handles on any of the modules. The site has an SSL certificate if that makes any difference , any ideas?

OpenCart 3.0 doesn't have drag-and-drop functionality for Layouts. (It never has.) To add a module you click the blue + button on the of the position you want (e.g. Content Top) and then choose the module for that position.
