Multi Store Affiliate

I'm new to OC and I have a multi-store setup installed locally for proof of concept (POC) which looks very promising, using 3.0.3.2. 
Affiliates options only appear on store 0. The requirements I'm working to have affiliates hierarchy starting at each individual store.
Ultimately all stores will be separate businesses. They will all share the common catalogue from store 0. Each of the stores will have their own affiliates.
How do I make this happen on my POC?
