Google Search Console is very finicky in recent months
What URL are you submitting ( the long one index.php?route=extension/feed/googlesitemap or the short one sitemap.xml )
If you have .htaccess enabled from the default OC Download, it will contain a rewrite so you can use yourdomain.com/sitemap.xml
Additionally, some people have got it to work by adding a trailing slash to the end of the sitemap url when adding to the search console.
In our sitemap extension I have added the trailing slash to the sitemap URLs and have had no reports of the sitemap being rejected by Google Search Console
It is most likely nothing to do with your server, but rather Google Search Console

Hope you are doing well.
Can you provide us Google Search Console details or access so that we can check the issue? Also, we need website details.
Thanks!!!
