I would know how the maintenance mode works.
In my case (a blank installation), the maintenance mode gives me a 404 error (nginx).
Is that normal or is it a bug?

The main URL says 404 not found. Are you sure all of the files are properly uploaded?

You or your developer are the only ones that can figure that out. Look over what you uploaded vs. what is on the server. If this is all a 'basic' install, just re upload everything and don't overwrite your config.php files.
