I am having an ongoing issue that I cannot find the answer to. I have searched and tried fixes for similar issues with no luck. My problem and I can replicate it every time is that the if someone accidentally enters the wrong password when logging in the entire cart gets deleted and is empty. However if you login successful it will complete sale as normal.
One other quirk is if you login successfully and don't complete the sale, just log out. It will return to an empty cart as expected. If you try adding things to the cart it will say successful but it does not actually stay in cart. Only way to fix it and start again is to close the browser completely and start over.
Anyone have any ideas on this? I do have the storage directory outside of the public_html as well.

I am unable to replicate this error. After a failed login the shopping cart remains the same.

It is OC version 3.0.3.7 I had installed only 3 different OCMods but since disabled all of them for testing. So it is currently running stock with no modifications. The only thing I can think of is the htaccess file so I will try a stock one of that to see if that changes anything.

Correct! Change the HTTP_SERVER and HTTP_CATALOG entries to using https:// in your config.php files!
