Installing vqmod to XAMPP

How do I install vqmod to XAMPP? I placed the vqmod folder in the same root folder as the opencart folder. When I type in my browser: "localhost/vqmod/install" I get the answer:

"Administrator index.php not writeable"

How do I fix that? How do I make the index.php file writable on my computer? Is that the main problem or is there something else I am not doing right?

You can try to make it writable using FileZilla and browsing to your Open Cart installation folder. You nedd 755 or 777 file permissions.

Why would I use FileZilla? I am using a localhost. All the files are on my desktop. I am using my PC to simulate as a server. I do not have any files on a server, only on the local computer site. That's why I am using XAMPP. To simulate apache at home, not on the net. My question is how to install vqmod locally with XAMPP, because there are no install instructions for that. Sorry for the miss-communication.
