Parents are now being notified on the forum that sending a minor child and / or teenager to deal with monetary assets and values for their stores, whether it's on the internet or in the real world, is not legitimate. While different countries might have different policies based on the adult age, if the Account Proprietary Owners sends under aged people to deal with OC issues, those forwarded people will be notified that Opencart only deals with the Account holders for their stores when it comes to custom jobs.
As per Payment providers dictates on their account contract agreement, the user must be minimum of age of 18 years old (PayPal, for instance). Just in Canada with PayPal, followed is their policy message provided from Google:

If you are an individual, you must be a resident of Canada and at least 18 years old, or the age of majority in your province of residence to open a Canada PayPal account and use the PayPal services.
