I've recently upgraded one of my stores from 1.4.7 to 1.4.9.6 and all is working well aprt of some translations issues mostly due to new files.
Now, since then, when a costumer pays via paypal I get those annoying emails: [PP_Standard - IPN/PDT Auto-Verification Failed. This is often caused by strange characters in the customer address or name. Verify manually(...)].
I knowthat there's a patch to fix this problem but I'm not sure if I understood what I have to do
Can someone explain to process to me?

In 1.4.9.6 I no longer received this message. Rather surprised you are getting it. 1.4.9.6 has the latest version of paypal standard, even newer than the patch here which is only meant for versions 1.4.9 - 1.4.9.4.
Does it happen everytime or only for certain people? Do those addresses have apostrophes or umlauts in the address or names?

Well it happens almost all the time, but not EVERYTIME. Yes, names and addresses may have special caracters as it's portuguese language...So is that the problem?...

What can I do if I'm still having this problem in version 1513? The paypal orders go to abandoned orders.
I'm using version 1.5.1.3 and orders show as abandoned, be it the sandbox mode is enabled or not. I enabled the debug option and no errors related to this are saved. I'll google a bit more and review the code to see if i find what's going on.
has a solution been found for this abandoned orders issue? I am having the same problem. Thanks!

Because OC applying the discount through coupon but paypal taking the original opencart amount and not the final discounted total of OC for payment.
so, some file need to update?
