How to remove 3rd and 4th step at checkout

Hello;

Using attached xml files I hided the 3rd and 4th step of checkout.
But when I want to order something after 2nd step it will not jump into 5th step it still remains in 2nd step.
Can you help me to solve this problem.

Note: I do not want to use 3rd and 4th step in my checkout page.

$this->data['shipping'] = 1;

Change
$this->data['shipping'] = 0;

you can always turn it off by using the form, without editing the codes.
