unable to change currency default

I live in Finland and want to change my default currency from UK £ to the Euro (eur) but the system won't let me.

I've read other posts and tried deleting cookies and setting new defaults and revisiting my site. I've also tried setting the € symbol to the left. That hasn't worked either. Euro is set to 1.00000
How can I change the default currency?
