Responsiveness is also not an OC-Problem, it's a THEME-related Problem. But If you plan to place large Banners or so, it will prevent Pages from 'beeing and looking' really responsive anyway...
I would succest to use v.1.5.6.4 at present, and wait, 'til v.2.x does not longer require update-work on a daily scale.

I'll would say; Go for 2.0!
It's not 100% bug free but usable, just like 1.5 still haves some bugs. My test shop is also faster in 2.x then in 1.5.x. Invest the time in the new version, migrating from 1.5.x to 2.x is a nightmare, no to start about a custom theme. Also looks good and responsive from the box.

i know OC does this to an extent but make sure all images are already optimized
i ran all my images through http://jpgcompress.com and http://pngcompress.com
and it speeded up load time quite dramtically on mobile devices, and a few customers reported the same,
jpg/pngcompress.com was the best free compression i could find to make image file size as small as possible without any noticable quality loss
use it for every image even small icons etc.
otherwise you will only need to update at some point anyway

I would go for 2.0.x too, for the reasons stated above. It's still under development so there might be some room for improvements about performance.
