Shipping Taxes ... not in the right place

This is a strange one. it started doing it occasionally putting the shipping line in random positions but it seems to have got worse lately. I've spoken to PayPal and they said, as expected, that its my cart sending the info in the wrong order.
I've searched and search and can't find an answer so any help would really be appreciated.
Here is an example shopping cart order on paypal:

You'll see the shipping line is not in the right place above the amount but nested between products.
It puts it in random positions on almost every order now.
Anyone out there seen this before?

I have checked the HTML of an order and I can confirm that a script somewhere that is used to gather the informtion for the paypal standard form is to blame but can't for the life of me find where it is.
Any help, this is driving me nuts
