I have already set a commission for the opencart affilate function in my website.
and then where to find or absorb people to come to create affilate account in my site?
is there a special platform for it?

... You should simply find an affiliate page where people can register as affiliate, receiving a tracking url.
Affiliates then can use this url to make customers register and receive commissions for their orders.
