I've had several attempts at setting up a testing site and I keep getting dialog boxes from Kaspersky telling it has blocked jquery.js because of a listing on a malware database. I have a barebones site, I added a simple template and one extension. But after a few days when attempting to get into the back end, I get a dozen blocked messages from Kaspersky. Am I really getting hacked? or is it something with OpenCart? Where do I start looking to try to find the culprit causing all this bother?

No, better uninstall all software, you can start from opencart v3 as it contains plenty of bugs and very heavy resource usage.
