Tax rate for new group

Hello, when a new group is created than you have to manually assign tax rates to that group. I think this is very counterproductive, in Canada we have to set different tax rates. We have separate rate for Products and Shipping for tax purposes. So everytime new group is created have to go and and add each rate to that group.
Is it possible to apply all rates when group is created, if we want to exempt any group then we can go change as needed.

Well, what would be a good reason, to have more than a very few customer groups?

We have lot of custom products, so we have to create a custom group so they are only available to select customers.
