I know this sounds odd, but I would like to use opencart as an interdepartmental order system, where no monies are charged-collected. We just want one department to place "work orders" to another.
Is there a way to eliminate or turn off payment gateways in OpenCart?
By default, when installing OC from scratch, no payment / shipping providers are installed / activated. However, you can always visit your OC admin - > extensions - > extensions - > payments and shipping (same dropdown) to ensure that no extensions are actually installed in this case.
The most generated errors being found on Opencart forum originates from contributed programming. The increased post counters are caused by redundancies of the same solutions that were already provided prior.

By default, if you will disable all payment gateways, you will get "Warning: Payment method required!" And not be able to continue checkout. You need custom module or some checkout customization to achieve your needs. So, for that you should place request on the commercial forum section.

Just enable a free payment method like COD, and retitle it to something like "No payment". If you want to actually hide that step of checkout, you could use Hide Checkout Steps to do that.

If you don't want any payment or shipping method you can disable all methods in Extensions > Payments, similarly, for shipping methods Extensions > Shipping. As any default method needed for both Shipment & Payment, so you can provide any custom method which won't include any charges.
