Orders stop at processing

I have a software store shopping cart. My orders keep stopping at processing. There is no shipping, it's downloads only. How can I make it complete the orders?

I have used the paypal extension and set the price to 0 to use free pay, both stop at processing.

What settings do you have under "System/Settings/Option for these two:

1. Order Status:
Set the default order status when an order is processed.

2. Complete Order Status:
Set the order status the customers order must reach before they are allowed to access their downloadable products and gift vouchers.

Order Status: Pending
Complete Order Status: Complete & Shipped

Is it Paypal Standard? Have you set the Transaction Method to Sale mode and enabled on Debug Mode?

I have used paypal standard and free checkout both stop at processing. Yes to sale, no to debug.

I turned debug on. it shows in there that the payment was complete and verified so why does the order stop at processing. I used freePay with it set to Complete on the order status but the order still says processing in the order list. So I am not sure it's a problem with an extension or the cart itself.
