It seems our web designer took out the extensions installer for Version 2.3.0.2. How to restore it ?
If it's a standard install try uploading the OC file system minus the install folder and config files.

Open admin, change the "route" variable in the URL to "extension/installer" and execute it. If it opens, then installer is present, only link from the menu was removed.
