A France ip 51.91.67.153 is hundreds of accounts per day.
I put statcounter.com code in my site. I do see normal visitor's ip but I cannot find 51.91.67.153 in statcounter.com.
Why I cannot find 51.91.67.153 in statcounter.com?

Perhaps statcounter.com filters bots and you don't.
Most likely it uses js to record visits and most bots don't execute js.
Check your access logs.

We do not allow anybody (except public bots) on our site who does not have js enabled.

I suggest to install an extension like JNeuhoff said.

not allowing requests when js is not enabled we do by inserting this:

<noscript><meta http-equiv="refresh" content="0;URL='/co/nojavascript-en.html'"/></noscript>
in the html when the request does not originate from a public bot.
nojavascript-en.html is a static html page stating that the user needs to enable js in order to use our site.
blocks many covert (non-public) bots just like blocking http/1.0 requests.
